Who is Protem Speaker?
The person operative on the behalf of the speaker of Lok Sabha is known as Protem speaker. He has to work for a limited period of time, till the new speakers and deputy speakers are elected after the elections. When the newly elected party is yet to elect its speaker, the House chooses one of them to work as Protem speaker. Even when the post of speaker and deputy speaker is vacant due to death, resignation and more, the operative person is responsible to handle the office.
By now you would have understood the basic work of protem speaker. The powers regarding him have not been clarified anywhere but it is very important to know that the pro tem speaker is not allowed to exercise the serious powers and all the powers exercised by the real speaker of the House.
In routine work, he/she enjoys the same position power, privilege, and immunities just like the actual Speaker of the House.
A pro tem speaker is elected by the members of Lok Sabha and the legislative assembly. Generally, the most senior person is elected to be a pro tem speaker, who then carries the duty till he/she is replaced by the actual speaker.
His/Her duty is to administrate the oath of office to new members of the house. They also enable the House to elect the new speaker.
The office of the protem speaker ceases, once the new speaker is elected. He also administers to the floor test.
The term – Speaker Pro Tem
After the general election and the formation of the new government, a list is prepared by the legislative section of the Parliament consisting of all the senior members.
The list is then submitted to the ministry of Parliamentary affairs, who submit the note to the President seeking his approval to the appointment of the protem speaker.
In the absence of the Speaker, the Deputy speaker becomes the in-charge of the office and in the absence of both the parties, a six-member committee selected by the speaker will act as a speaker according to their seniority.
