Educational Reforms in Union Budget 2019


The first full-time female Finance Minister, Nirmala Sitharaman presented the Union Budget 2019 on 5th July. She has given a key emphasis on creating world-class education. She said, “India has the potential to become the educational Hub” and announced to allocate Rs 400 Crores to create world-class institutes. The budget is proposing several education reforms with prime focus on innovation and research.

New Educational Policies and Reforms

New Education Policy 2019

The budget proposes to bring in New National Education Policies to upgrade the higher education system of India. This will be an effort to make Indian education, a globally recognized education system.

National Research Foundation (NRF)

Sitharaman proposed the formation of NRF to fund, regulate and support the potential areas of research and innovation in the country. NRF will work to strengthen research in relevant national priorities and basic Science without duplication. It will have four divisions – Sciences, Technology, Social Sciences, and Arts & Humanities. Funds by all ministries will be allocated in NRF along with additional funds.

Study in India

The ‘Study in India’ program focuses on attracting foreign students to seek higher education in Indian Institutes. This is an effort to make India a world-class education hub.

National Sports Education Board (NSEB)

The budget proposed the formation of National Sports Education hub under the ‘Khelo India Scheme’. The NSEB will look after providing financial support to the sportsperson. It is an effort to promote sportsmanship.

Higher Education Commission of India (HECI)

The government will present the draft for HECI in the year ahead. HECI will maintain the academic standard in higher education repealing the seven-decade-old University Grants Commission (UGC).

Conclusion

Sitharaman focused on the fact that no Indian Institute was able to make a position in top 200 Institutes for higher education in the world, five years back. Now, three institutes – 2 IITs and IISc Bengaluru are in Top 200 institutes indicating the improvement of the country in the Education sector. This achievement is setting the foundation of making India, a hub for World-Class Education. Overall the budget focuses on research and innovation to provide the country, grants for new technological innovations and reforms.
