भारतीय रिज़र्व बैंक हर दूसरे महीने मौद्रिक नीति की जांच करता है. इसमें अर्थव्यवस्था को देखकर नीतिगत ब्याज की दरो को घटाकर और बढ़ाने का फैसला लिया जाता है. यह फैसला केंद्रीय बैंक की मौद्रिक नीति लेती है. मोनेटरी पॉलिसी कमेटी हर तिमाही बैठक आयोजित करती है. इस समिति की अध्यक्षता भारतीय रिज़र्व बैंक के गवर्नर द्वारा की जाती है.

मौद्रिक नीति क्या है ?

मौद्रिक नीति ऐसी प्रक्रिया है जिसकी मदद से रिज़र्व बैंक अर्थव्यवस्था में पैसो की स्थिति को नियंत्रित करता है. यह अर्थव्यवस्था की सम्पूर्ण बैंकिंग प्रणाली को नियंत्रित करता है. यह बचत को बढ़ावा देने  और बचत आय अनुपात बढ़ाने के लिए प्रोत्साहन प्रदान करता है.

मौद्रिक नीति के उद्देश्य –

मौद्रिक नीति के मुख्य उद्देश्य मूल्य स्थिरता, आर्थिक विकास, आर्थिक समानता, सामाजिक न्याय, नए मौद्रिक और वित्तीय संस्थानों को बढ़ावा देना है.

यह विभिन्न क्षेत्रों में ऋण के आवंटनों को निर्धारित करता है.

आर्थिकी विकास के लिए धन और ऋण की आवश्यक आपूर्ति उपलब्ध करना.

मौद्रिक नीति बचत और निवेश को बढ़ा देती है. ब्याज की उच्च दरे बचत और निवेश को भी बढ़ा देती है.

प्राथमिक क्षेत्र के लिए ऋण को सुनिश्चित करना और रोज़गार को बढ़ावा देना.

रिज़र्व बैंक की मौद्रिक नीति का उद्देश्य मुद्रा की आपूर्ति को इस तरह से नियंत्रित करना है की वह आर्थिक विकास की ज़रूरतों को पूरा करने के लिए इसे विस्तारित करे और मुद्रास्फीति को रोकने के लिए इसे अनुबंधित करे.

मौद्रिक नीति के उपकरण –

भारतीय रिज़र्व बैंक की मौद्रिक नीति के दो उपकरण है- मात्रात्मक तथा गुणात्मक उपकरण है.

मात्रात्मक उपकरण बाजार में खुला संचालन, तरलता समायोजन सुविधा, बैंक दर, क्रेडिट सीमा आदि है. गुणात्मक उपकरण में मार्जिन आवश्यताएं, उपभोक्ता ऋण अधिनियम को शामिल किया जाता है.

मौद्रिक समिति नीति क्या है ?

केंद्र सरकार द्वारा 45Z B के तहत मौद्रिक नीति समिति गठित की जाती हैं. देश के विभाजन क्षेत्रों के विकास के लिए मह्त्वपूर्ण नीतिगत दरों जैसे- रेपो रेट, रिवर्स रेपो रेट, बैंक रेट आदि का निर्धारण करता है.

केंद्र सरकार द्वारा संशोधित 1934 की धारा 45Z B के अनुसार 6 मौद्रिक समिति नीति का गठन किया जाता है. मौद्रिक नीति समिति की पहलू बैठक 3 अक्टूबर 2016 को बुलाई गयी थी.

अप्रैल 2019 में मौद्रिक नीति समिति के सदस्य इस प्रकार है –

भारतीय रिज़र्व बैंक के गवर्नर- अध्यक्ष, पदेन; (श्री शक्तिकांत दास)

रिज़र्व बैंक के एक अधिकारी को केंद्रीय बोर्ड द्वारा नामित किया जाता है- पदेन सदस्य,; (डॉ. माइकल देवव्रत पात्रा)

डॉ. रवींद्र ढोलकिया, प्रोफेसर, भारतीय प्रबंधन संस्थान, अहमदाबाद- सदस्य

प्रोफेसर पामी दुआ, निदेशक, दिल्ली स्कूल ऑफ इकोनॉमिक्स- सदस्य
